For your consideration: Much has been written recently about mail in voting. Due to my work constraints over the last two decades I have been an avid user of absentee balloting. Not mail in voting – That’s a different animal. But, more on that later. Having two addresses in two different states at numerous times throughout those two decades – Many times (If not most) I would receive REQUESTS (key word) for my ABSENTEE BALLOT and as a dutiful voter I would only submit the one for the state I was domiciled. However, it made it clear to me early on that this was a potential weakness in the security of the ABSENTEE BALLOT request and voting system. Later, it came to my attention, that there are basically three types of VOTE BY MAIL subsections. 1. Excuse required Absentee balloting2. Non excused Absentee balloting (more popular in later years)3. Permanent Absentee balloting 4. Mail in voting. Numbers four being if you are a registered voter-You get a ballot sent to you address. https://www.eac.gov/documents/2017/10/17/eavs-deep-dive-early-absentee-and-mail-voting-data-statutory-overview. https://www.ncsl.org/research/elections-and-campaigns/all-mail-elections635457869.aspx
